EXISTING ANOMALIES AND FURTHER DEGRADATION/DOWNGRADATION OF MILITARY BY 7TH PAY COMMISSION REPORT
Dear Chiefs,
1. More than 40 anomalies of 6th CPC had not been resolved. The 7thCPC has further
degraded/downgraded Military. In this connection following are enclosed herewith:-
(a) Our first comments are as per our letter dated 20 Nov 2015 circulate to all veterans as per Appendix A attached.
(b) Anomalies as per Appendix B attached.
(c) OROP Denied by 7 CPC as per Appendix C attached.
2. There is an urgent need to take up strongly all these issues with the PM/RM and have these resolved. The profession of Arms is already not a proffered option for the youth. 40 percent vacancies in IMA & OTA were not subscribed from 2006 -2009 (Reply in Parliament), as per Appendix D attached. Unattractive package along with the continuous degradation and downgradation will adversely affect the choice of youth for the Profession of Arms.
3. May we request you to have the anomalies of 7th CPC alongwith the existing ones taken up strongly with the Govt for suitable resolution? You are the present baton holders and we look up to you for our welfare and resolution of issues adversely affecting us. While, the other democracies have Covenant Acts for the Defence Forces, to give them the status of preferred Citizen and a Life of Dignity & Respect, we in India have no such Covenant Act. Hope we also have such Acts framed by the Parliament earliest. We cannot afford to remain in this situation and status. Urgent and surgical measures are necessary.
